Successful completion of 3-week Humint tRaining 

In 2018 International College of Financial Investigations has arranged the second series of Human Intelligence Training for partner European Union agencies.In 2017 and 2018 there were 24 participants from the Czech Republic, Slovakia, Austria, Slovenia, Poland and Hungary. The topics covered areas that are less emphasized during the daily work even though it makes the job more effective and secure.The training is a cooperation of ICOFI member countries and agencies such as FIOD from the Kingdom of the Netherlands, HMRC from the United Kingdom and NTCA from Hungary.

Topics of the training 

The first part of the 3-module training was about Security. This includes Defensive Surveillance, Physical Protection of our own forces and cooperatives, Firearms and improvised self-defense tools training and Combat medic training. All of these obviously tested in practical situations. There’s also a final test that took place in the city of Budapest. In 2017 there was a short driving safety training included which was changed to a more intensive firearms and medical training in 2018.  The second part was about the proactive recruitment that was delivered by HM Revenue and Customs experts with more than 20 years of experience in human intelligence. This session has a recruitment simulation in the city as well for HUMINT professionals to test how much more effective these ideas might be compared to the commonly used tactics in the Central European region.The third part was about working specialties in the upper world of economics which is delivered by the Fiscal Information and Investigation Service (FIOD) from the Netherlands. This section also had practical exercise as the other two and includes up-to-date presentations of off-shore companies, tax heavens, the trends and forecasts of world economy and interesting case studies of FIOD’s most valuable cases.  

   Social events Since the ultimate goal of the training is to boost international cooperation next to deliver actionable knowledge to HUMINT experts in the EU, ICOFI also includes some social programs into the tight schedule. The programs consists of sightseeing, visit in the Parliament and other interesting areas of Budapest and a short Go-kart race. Due to the 3 times one week agenda the personal contacts are deeper and really profitable in real daily work of our participants.
